Kelly Workman is director of the West Virginia Office of Broadband within the West Virginia Division of Economic Development. Her 30-year career in economic development includes managing major federal infrastructure programs involving broadband, water and wastewater, disaster resilience, housing, and a wide range of community development initiatives.

Workman has positioned broadband as a leading strategic priority, emphasizing its critical role in West Virginia’s economic development efforts. She leads broadband expansion programs supported by the U.S. Department of the Treasury, the U.S. Department of Commerce, and the Appalachian Regional Commission. Since 2023, her team has worked to advance West Virginia’s historic $1.2 billion allocation under the Infrastructure Investment and Jobs Act. The Office of Broadband currently oversees more than 50 active broadband infrastructure projects throughout the state and tracks broadband investment in West Virginia through extensive data and mapping initiatives.

Workman holds a master’s degree from Marshall University and a bachelor’s degree from Concord University. Her experience also includes positions with the West Virginia Senate, the West Virginia Department of Administration, and the Contractors Association of West Virginia. Her background spans marketing and communications, community development, training and organizational development, and human resources management.
