
Toney Stroud

A true collaborator at heart, H. Toney Stroud serves as Marshall University’s General Counsel and Vice President for Strategic Initiatives and Corporate Relations.
His department includes more than 80 employees and brings together external affairs, policy, and economic development to advance Marshall’s mission to help grow Appalachia.
An accomplished attorney with more than 27 years of experience, Toney also serves as the university’s Chief Legal Officer and leads Marshall’s legal department.
Before joining Marshall, Stroud was Assistant Vice President at Encova Insurance, where he managed outside counsel across 28 states, provided legal support for the HR team, and advised on legislative and government relations. Prior to that, he was a member at Steptoe & Johnson PLLC from 1998 to 2013.
Toney is deeply committed to West Virginia and actively gives back through service and leadership. He currently serves on several boards, including the Huntington Regional Chamber of Commerce, Education Alliance, Huntington Area Development Council (HADCO), Advantage Valley, Leadership West Virginia, the Clay Center for the Arts & Sciences of West Virginia, St. Mary’s Medical Center Foundation, and River Cities United Way.
Stroud earned his law degree from the West Virginia University College of Law and holds a bachelor’s degree in business administration from Marshall.
An avid runner, he has completed more than 30 marathons. He and his wife, Cassie, are active in their church, enjoy attending Marshall events, and live in Ona with their two daughters.
